The universe goes on in a succession of chaos and disorder. But is it not possible that it may settle at last, so as not to lose its inherent motion and active force, yet so as to produce a uniformity of appearance, amidst the continual fluctuation.

From what I know of the constant fluctuation of virtual particles (e.g. inside protons) this is exactly what actually is happening. There is an 'appearance' of order, but at the lowest level this is not the case.
