It is obvious that in a state of anarchy there could not be universities or scientific research or publication of books, or even such simple things as seaside holidays.

A Reaction

A seaside holiday seems possible, though it obviously needs means of publicity, and of transport. Why is a private university impossible? The general thought seems to be that anything very complex would be impossible. Maybe.
