A Strong Cognitivist is someone who identifies an intention with a certain pertinent belief about what she is doing or about to do.

Strong Cognitivism identifies an intention to act with a belief

A Reaction

(Sarah Paul 2009 makes this distinction) The belief, if so, seems to be as much counterfactual as factual. Hope seems to come into it, which isn't exactly a belief.
