The best guarantee of freedom is for the state to be organised in such a way that the legislature reflects all the substantial interests within civil society, and not just the 'will of the majority', or the parties which happen to find popular support.

In our first-past-the-post system innumerable interests fail to be represented, and parliament is crushed by dull plodders with ossified views who smugly hang on to safe seats. IMHO.
